How can I get Internet Explorer or Google Chrome to work once this software has been installed?

I certainly come across this but the best thing that you can try is an uninstall, reboot & clean reinstall of Webroot (making sure that you have your keycode to hand before you do).
 
Give that a go and see if that helps resolve the issue, if not post back here and we will have another crack at providing assistance.

EDIT: My apologies dollarmark, for not incouding detailed instruction for you to follow.  Was posting from my tablet and copy/paste can be a bit of a chore.  Please find the ommission rectified below:
 

• Make sure you have a copy of your Keycode
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a copy here (Best Buy Subscription PC users click here)
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and don't import any settings as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again.
