You will have to go here: %ProgramData%WRData just copy and paste into Run Command and do what it says in the picture! Also use the above as the WRData Folder is hidden.

EDIT: If someone Blocked? Well you can't remove a Block, you will have to go here and ask for a URL Reputation Change: http://www.brightcloud.com/tools/change-request-url-reputation.php the below info is to remove a blocked site if you have whitelisted a site and to get the Block back.
