How can we rollback in the case of a Cryptowall or similar infection?

According to some posts, WSA has some sort of rollback facility to undo damages made by virus, under certain circumstances. My questions are:
 
1) Can this defense mechanism be used from the end-user, or can it be activated only by WSA technicians?
 
2) If the former is true, do we have a how to on utilizing this recovery mechanism?

Rollback is part of the removal process and occurs automatically during threat removal.
