how do I block a specific email?

Welcome to the Community Forums.
You cannot do that with WSA as it does not have specific email-related functionality that allows that level of control. If you want to block a specific email, or properly a specific email source then you will either need to look at the built junk filter that you email client comes with or consider installing software specifically designed to do so...of which there are both paid & freeware applications.
