How do I delete a Program "PC Health Boost 3.0.5"

I take it by your question that you have tried to uninstall this application through normal channels, i.e., Add/Remove Programs, etc., but something lingers? Perhaps a lingering pop up or thr like?
 
Well, from research the app appears to be legitimate although it is also termed by some as possibly unwanted...which puts it almost into Potentially Unwanted Application (PUA) territory.  However, the developer offers this web page with details of how to remove the app:
