Do you believe that Webroot may be blocking the connection?

This is usually caused by an issue with the router itself. I would advise restarting the router and modem then going from there.

Are you at a home connection or are you using a public WiFi?
 
These can be completely different scenario's and the latter is especially hard for us to troubleshoot since you don't have access to the hardware for that network.

Welcome to the Community Forums.
 
Well, there is one easy way to check this and that is to disable/shutdown WSA protection temporarily and see if you regain the connection.  If not then it is not down to WSA>
 
To undertake the disable right click on the notification tray icon and select 'Shut down Protection', click 'OK' to the next message displayed and then enter the CAPTCHA code, etc.
 
Give that a try and let us know what the outcome is.
