I keep getting an alert that the firewall is not on, because it appears it is still reading McAfee firewall and since I am using Webroot instead of McAfee, then McAfee is inactive.

Can I ask as to how you know that the McAfee Firewall is off? If you are sure that it is disabled then it may be that the act of disabling McAfee has not switched the Windows Firewall back on. To check that please see this MS KB Article.
