How do you start the Windows Security service

Followed MS suggestions of how to restart the Windows 8.1 Security service, but still get the Action Center message "The Windows Security Center service can't be started". Issues is that security updates are needed, but are not being installed because service can't be started. Anyone know how to restart service and is Webroot interferring with the process?

    I don't believe that Webroot is interferring with Windows Security service,
     
    Have you tried this  here
