Welcome to the Community Forums.

May I ask from where you have been trying to download the Adobe installer? If not from this site https://get.adobe.com/reader/ then I am not surprised, as many of the 3rd party sites that provide a download have 'additional' items bundled in with the main app, and it is those that WSA is objecting to/detecting.

Downloading from the aforelinked site should work but do make sure to read the installer information and to uncheck any offers of additional apps that are known to be included in the download.

I have assumed that you were looking from the free version of Adobe Reader but if it is indeed Adobe Acrobat that you want then the safe site to download from should be https://acrobat.adobe.com/us/en/acrobat.html?promoid=KSBOO.

Hope that helps?
