I can't get webroot to stop monitoring an application I need to run! It's using all my memory and XP comes to a crawl.  Tried to Allow files in PC Security and Active Processes: even when highlighted, continues to monitor.

This is indeed strange behaviour but I have heard of it happening from time to time.  The best thing to do in this circumstance is to Open a Support Ticket, as most likely what is required here is the need for the Support Team to review/check out the file/app concerned and if it is indeed safe then to whitelist it in the Webroot Cloud.
 
Once that is done the WSA client on your system will no longer flag the file/app as 'unknown' and therefore not automatically switch on 'Monitoring' mode which journals the activities of the file/app as a safety precaution in case it is determined to be 'Bad' and there is a need to roll back any actions it has performed on/changes made to your system.
 
All you need to include in the ticket are the details of the file/app as the act of opening the Support Ticket will also upload the latest scan logs to the Support Team, which should clearly identify the app/file in question.
