I cannot get my HP Photosmart printer to work; my printer troubleshooter states it is your firewall

To check if WSA Firewall is blocking something:

1. From the main application panel click on the gear/cog symbol to the right of the PC Security tab.
2. In the panel that opens you should see to the right hand section on the Firewall and at the bottom of this you should see a button marked 'View active connections'.
3. Click on that and in the panel displayed look at the top window labelled 'Process'.  If you run down the list check for reference to either HP  files you are interested in.
4. If you find entries check to see if they are (on the righthand side of the window) marked as 'Allow' or 'Block'.
5. If marked as 'Block' and you are sure that they are safe then click in each case on 'Allow' so as to indicate to the Firewall that they can pass.

If anything I would suggest that it would be a block under Identity Protection that may be the issue if anywhere.  I use HP printers both at home and at work and I seem to remember that this happened to me a couple of time...perhaps you should guide the OP through checking the Identity Proection functionality?

I hope I'm not confusing you but I think this is what @ was referring to in the Identity Protection.

If I may try to assist here in case there is confusion?
 
edcam, please take a look at this KB article which should help by putting all the information re. areas that WSA can 'interfere' (for want of a better word) with apps/files and where the user can intervene and adjust settings, to "Allow," "Protect/Monitor," or "Block/Deny".
 
Essentially, there are 3 such areas:
 
1. PC Security > Quarantine > Detection Configuration
2. Identity & Privacy > Protected Applications
3. System Tools > System Control > Control Active Processes
 
which I would recommend that you lookk at in succession to see if you can determine where the issue lies and then adjust settings as suggested by the KB article.
 
Finally, edcam, you did not (unless I have missed) state specifically what printer function(s) is(are) locked out to you via your laptop, i.e., is it scanning, printing, ePrint (web connectivity), etc.?  So on that basis and in case it relates to the latter two more specifically please see this post from @ that may help.
