I just did a scan on my computer and it says there is 9 threats. It also says that I need some kind of key code to remove them

Has Webroot expired because I have never heard of Webroot wanting a keycode to remove threats unless it's expired?
 
If you are having issues with Webroot you can always Submit a Support Ticket free of charge with an active subscription and they will look into this for you.

Are you using a version of Webroot that was provided free by your bank? If so then it is almost certainly a slimmed down version that provides you with Identity Protection from keyloggers etc and allows you to scan for malware but requires you to purchase a Key Code to activate all the features including removal of infections.
 
If you purchased a full version of WSA, then I am with Sherry and am at a loss to explain this behaviour.

If I may add my two pennies worth?
 
This also happens if one is running a trial version and the trial has expired...I believe.
 
Either way, and for whatever reason, if you are being asked to enter a keycode then the version of WSA you are running is running in scanner mode only and you will not be able to remove the infections it is reported until you purchase a keycode.
