A Google search says Webroot Spy Sweeper can cause this problem. Disabling Spy Sweeper's Tracking Cookies feature (or disabling Spy Sweeper altogether) can solve the issue.

If you have a recent version of Webroot then you would not have Webroot SpySweeper. SpySweeper has not been around since 2012 I believe.Do you have Webroot Version 9.0.10.21 (Released July 19th, 2016)
