i'm purchasing a new laptop. Will I be able to transfer my security protection to my new laptop?
I have 265 days left on my webroot protection. I will be purchasing a new laptop, the one I'm using is old and failing. Will I be able to transfer my remaining time to my new laptop?

Yes you certainly can transfer your remaining time to your new laptop. All you need to do is uninstall Webroot from old computer and reinstall onto new laptop.
