I completeluy rebuilt my computer andneed to install webroot software.  I can login on line and it shows my computer as being covered but I cannot run a scan etc., as the software is not installed.  What do i need to do to get the local (machine) software installed.

Welcome to the Community Forums.

If WSA is not yet installed on your system locally all you need to do is to downlaod the installer from here (Webroot version) or here (Best Buy version).

Once you have the instraller on your system just run it making sure that you have (i) your keycode to hand & (ii) are conected to the Internet, so that activation can take place. Let the install process run its course, including an initial scan. Then REBOOT, and you should be good to go.

EDIT: I forgot to say that yo will need to log into your online console (here) and most likely deactivate the old instance of your system that was registered prior to the rebuild so leaving just the latest instance of your system as a protected device.  If yo are not sure which instance is which because your rebuilt system has the same name as the one prior to rebuild, just check the last scan date and delete the one which has the oldest date...that is what I always do and that is usually a good way of checking.

Hope that helps?
