I've scanned my system repeatedly and it keeps finding one threat?
Every time I scan the software finds and removes one threat? Does that mean that it is not effectively removing it?

Are you referring to the total threats removed statistic?
If so, that is the total amount of threats removed throughout the lifetime of the agent. Webroot will turn red and notify you with a red number that indicated the active threats on the system.
