Webroot shows a yellow with a minus sign.

To add to what BurnDaddy said the site is not blocked and if it has a Red Circle with a Hand those will be Blocked by WSA.

There is some probability that the user will be exposed to malicious links or payloads. The fact that this site is relatively new would be my guess for this determination. Despite the determination, you will still be fully protected by Webroot should you choose to visit this site.
