the above download is supposedly free and meant to provide a diagnostic tool for finding and fixing errors that are slowing your computer down. once fixed system performance is drastcially improved. has anyone used this tool before, is it a legitimate offer or bogus??

Welcome to the Community prometheus, I would be inclined to keep very far removed from system repair tools unless you are very proficient and knowledgable as it is quite easy to delete needed items. As far as the company selling the product goes I am unable to comment on the validity of the product or their claims.
