is photoscape a safe program to download?

is photoscape a safe program to  download?  I tried to download it but kept getting a message saying i had insufficent permission - I am not sure if webroot is blocking the download

    Welcome to the Community!
     
    I believe this is a Windows OS user permission issue. You can right click and run as administrator.
     
    Has Webroot blocked the install otherwise? I've read about photscape and it's not a malicious program that I can find.
     
    Maybe one of our other Forum members can assist.
