Is the Webroot password manager safe to enable?  How does it work?

Welcome to the Community Forums.
 
Yes, the Password Manager is safe to enable and in fact is a very useful feature of those versions of WSA that feature it. I use it all of the time including to automatically login to this very Community. :D
 
As to how does it work; well, please take a look at this KB Article to start with on how to use the Password Manager. Then please take a look at this page from the online help text which provides a further link to a section that provides step-by-step instructions covering all features (or you can go directly to there by using this link). From the list of topics on the left hand side of the next page displayed you select 'Passwords' to reveal a numberr of further topics.
 
FInally, if you have any follow up questions after going through all of the above then just post here and we will do our best to respond.
