Is webroot stopping Flash Player from downloading?

I cannot use Flash Player and when I test it it says "it is not on my computer"
 
Is Webroot stopping it from downloading

Welcome to the Webroot Community,
 
You need to make sure you are downloading from the Adobe website.

Make sure you uncheck any add ons such as McAfee.

I am downloading from the website but keep getting Webroot message that this is a dangerous file.
 
Then I have to run Webroot and it removes it.

Are you trying to download from Adobe site?
 
 
Click here to check your version and Here to Download and here is an Alternate Download make sure you uncheck any unwanted add-ons and download both the one for IE if you have Windows 7 and older as it's not needed for Windows 8 or Windows 10 as it's downloaded via Windows Update and the same with Chrome they have it built in there own Browser, for other Browsers such as Firefox, Safari, Opera plugins continue to download and install!

Downloading from website.  If it is included with Windows 8.1, then why does it not show up in add-on list??

OK, got it now.  I had Active X checked and unchecked it.  All OK now.  Thanks for all your help.

Great and I was going to say that on Windows 8 and 10 you only get updates for flash from Windows Update but for Firefox you must install from Adobe. Chrome has Adobe built in also so when Chrome updates there Browser then it has the latest release of Flash.
