Is Webroot working right

Yes, this is normal with WSA and...Yes...you are well protected despite WSA not finding anything.
 
This is essentially down to the way that WSA works; it does not scan your entire drive and every file by default but rather it only scans for active files/apps, on the premise that if malware is dormant/inactive then it is not a threat...which makes absolute sense when you really think about it...but the moment that a dormant file/app starts to run/goes active WSA pounces on it, determines if good or bad and acts accordingly, i.e., allows to proceed or blocks & cleans, etc.
 
In the case of a non determination WSA will restrict the file's/app's actions and 'monitor' it which journalling its actions so that if at a later date it determines the file is bad then it can block/clean it and with the help of the journalled information reverse all changes made by it...pretty cool, eh?

What you have experienced with other more traditional solutions is them picking up potential threats that are not and may never become active and therefore dangerous, plus often cookies are included in this mix...WSA completely ignores cookies.
 
So essentially you are comparing chalk (other solutions)  and cheese (WSA)...and I have to say that I much prefer the cheese to the chalk. ;)

WSA is an Awesome product! And most of us are Volunteers so that should tell you how much we believe in WSA and it's the future and it's here now! Only the WIN Cloud can keep up with over 500,000 new or modified Malware everyday, last year there was over 140 million new or modified malware see in the second picture below it's mind blowing since 1984. 43% of all Malware was in 2014 now how about 2015?

If your concerned about cookies use CCleaner Free or manually Delete them in each Browser! Just search as we can't post links to other products.
