My hourglass stays on all the time

When the mouse pointer is there with a little hourglass it means that windows has decided that it can continue but something is still working in background i.e some program. Is this happening when your computer starts up?  If it just booted I am assuming that it is still loading something, could be anti-virus program or some Microsoft Office?
 
If it is staying there for a long time i.e 30+ seconds, it may be worth checking what programs are loading when windows starts.
 
Did this happen after installing Webroot? If so you could do a uninstall/ clean reinstall of Webroot. Here are the instructions below for this.
 
Please follow the steps closely!

 

• Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a Copy Here (Best Buy Subscription PC users click HERE)
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and don't import any settings if asked to as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again
