My windows defender is turned off and I can't figure out how to turn it on. I have windows 8.1

I have been notified by PC Matic that I have a trojan.win32.startpage.or(fs). Windows 8.1 states to run windows defender. However, when I try to run it, a box appears and says it is turned off. I can't find a place to turn it on. Any suggestions?
