Turning on my laptop all I see is a background picture, Date and time (right hand side) and 2 icons (lower right hand side). There is no place to login. I am using a Toshiba lap top.

Welcome to the NEW Community Forums.
I have suffered from this on a few occasions in the past and usually find that either (i) rebooting or (ii) repeatedly pressing Esc will usually resolve the issue/give you the option to enter your password or pin.
Give that a try if you have not yet.
