After upgrading to Windows 10, no longer have Password service: "Account Suspended"

Sorry you are having this issue. May I ask where you are seeing this message?
 
Are you using the new Microsoft Browser "Edge?"

Can you use Password Manager in another Browser? Have you tried signing into the Account Console and see if you have access there?
 
Last but least you can submit Support Ticket free of charge with an active Webroot subscription and they will gladly look into this for you.
