Do you perhaps have "Show SecureAnywhere in Windows Action Center" unchecked in Basic Configuration?
 
Are all of your shields enabled?  Do you see the green W icon in the system tray?
 
What OS are you running by the way? For Windows 10 look here.
 
Then if you have checked all of this...
 
Would you mind doing a uninstall/reinstall of Webroot to see if this fixes the issue? It will only take you 5 minutes at the most to complete?
 
Please follow the steps closely!
 

• Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a Copy Here (Best Buy Subscription PC users click HERE) Let us know if you are running a Mac becauseth e Mac has a different installer.
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and don't import any settings if asked to as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again

You can check Security Center as explained below.
 
You can find the Windows XP Security Center in an obscure corner of the Windows infrastructure: Choose Start?All Programs?Accessories?System Tools?Security Center. The Windows Security Center, shown here, is made of firewalls, automatic updates, and virus protection — settings focused on preventing the bad guys from invading your computer.
 
If you still have issues try the uninstall/reinstall and if that does not help then you can always Submit a Support Ticket which is free of charge and they can address this.
