Security Alert, security settings do not allow download. Web Root or Windows?

When I attempt to download a file from my email I receive a dialog box titled "Security Alert". Message reads "Your current security settings do not allow this file to be downloaded".
 
Running Webroot Secure Anywhere on Windows IE 10, O/S Windows 7 
 
My windows Secuity says that Windows Network Firewall is "On". But doesn't Webroot provide a firewall ?
 
Also Windows Security says that Windows Defender and Webroot Secure Anywhere are both running and that can cause conflicts.  Should I turn off the Windows Defender ?

I would like to add that  for Windows 7 ... Windows Defender is only an Anti-Spyware
 
EDIT: The short answer is (i)  NO NEED for Windows Defender 
Windows Defender and WSA will quite happily run together at the same time...but given that WSA does everything that Windows Defender does, and also much more and so, so much better.

 
 
In my opinion you don't need WD but it's your choice.
