sending email in outlook 2007 generates error: 503 valid RCPT command must precede DATA

I can receive emails, but sending them generates this error:
503 valid RCPT command must precede DATA
 
I have changed ports, removed the archive file, turned off the firewall, nothing seems to work.
 
Any ideas would be appreciated. Thanks!
