How odd... and I am really not sure just what can be done about it.
One thing though is to check not only the main volume control in the system tray, but if you watch video on, say CNN.COM, I sometimes see the embedded video player on websites has it's own volume control, which annoyingly enough is almost never connected to the main Windows control. I often have to tweak my sound volume there.
