Something is changing my proxy settings immediately after I turn them off.

Something is changing my proxy settings immediately after I turn them off.
 
I checked the webroots settings and proxy is turned off there.
 
Any ideas?

I used the performance monitor to find out what was changing the proxy setting and it was Client.exe in the Program Files (x86)SearchEngines folder.
 
I blocked it using WebRoot and now I can turn of the proxy settings.
