Something Is Changing My UAC Levels

Does Webroot modify User Account Control settings at all? I like to run UAC at the maximum level, however something keeps changing it back to the default level, and sometimes it gets turned off completely.
 
I use Windows 10 Pro and have tried to use Group Policy to make the changes stick, but without success. I don't use any other security software apart from on-demand scans with HitmanPro, so I'm grasping at straws a bit. There was a thread back in 2014 reporting that WSA was randomly turning UAC off, but nothing appeared to be resolved.
 
Any ideas?

Does Webroot modify User Account Control Settings?

WSA does nothing to UAC that I ever seen on Windows 10 as I have UAC turned off and it's still that way even after the Creators Update. Other OS's with UAC I can't say so you might want to contact support and ask them.
