Threat detected when trying to download a program

I am trying to downalod a program (exe) and the application is blocking it.

When downloading an exe file, ALWAYS download only directly from the maker of the software.  Very often 'third party' sites will include additional 'trial' or 'bonus' software, and it is that additional item that is usually flagged as a problem.
 
Also, if you are trying to download directly from the software maker, be sure to read everything very carefully.  Some software vendors, such as Adobe, try to include 3rd party software as well, but there is always a place to opt out of receiving the additional items.  Look for a check box that can opt out... Often this is overlooked as it is assumed that it is part of the user agreement for the software you really want.

I found where.  I click on PC Security.  Then I click on tab Block/Allow Files.  Here I can allow.  Then Quarantine.  Here I can get the files.

The problem there is that you are allowing the specific file that was blocked.  Do this ONLY if you are 100% sure that the file is safe.  If you have any doubt at all, it is suggested that you submit a Trouble Ticket  to have Webroot Support take a look at it and double check it.  If they determine that the file is safe, they will 'whitelist' it so that it will not be blocked in the future.
