uninstall webroot

I used control pannel / programs to uninstll webroot. but everytime I start the pc or open internet, it wants to do things. how do I uninstall it completly from this pc

Welcome to the Community Forums.
 
If you are having trouble uninstall WSA you should try booting up in Safe Mode with Networking and then trying to run the uninstaller.  That sometimes resolves the problem that you are experiencing.
 
Alternatively, you could also in Safe Mode, run the uninstaller manually following the instructions below depending on which version of Windows you are running:
 
For Windows Vista and Windows 7:
  1. Open the Start menu by clicking the Start icon.  
  2. Type the following into the Start Search bar, exactly as it appears below.  Note: This path is for the default location. If you installed the program elsewhere, be sure to modify the path accordingly. "C:Program FilesWebrootWRSA.exe" –uninstall  
  3. Press the Enter key on your keyboard.  
  4. When prompted to uninstall, click Yes.
 
For Windows 8 & 8.1:
  1. Move your cursor to the bottom right of the screen to open the Charm Bar menu.  
  2. Click Search, then type the following into the Start Search bar, exactly as it appears below. Note: This path is for the default location. If you installed the program elsewhere, be sure to modify the path accordingly. "C:Program FilesWebrootWRSA.exe" –uninstall  
  3. Press the Enter key on your keyboard.  
  4. When prompted to uninstall, click Yes.
Please note that it is best that you run the uninstaller from a command prompt that has elevated or administrator privileges.

I copied and pasted
"C:Program FilesWebrootWRSA.exe" –uninstall
in the run, hit enter, nothing happened
I does not show up in the list to uninstall thru control pannel / programs
but it's there trying to install something, and the toolbar still shows in the list.
any other ways to remove it?

You need to ebter the commandline in a Command prompt running with elevated privileges. The simplest way to do that is to enter the literal "cmd" (without the "s) in the search field in the Start Menu.  The search should bring back one result; namely, "cmd".  Right click on that and from the context menu displayed select/click on 'Run as adminstrator', which should open the usual Command prompt window.
 
Paste the command line that you tried previously into that and then press enter...and that should run the uninstaller and remove WSA from your system.
 
Reboot and check that WSA has been uninstalled.
