UPDATE UPDATEandthen UPDATE AGAIN

All problems I have ever had with any PC, have always come from updating Windows Software.  No question, since restoring any system to when it worked perfect fixes the problem, leads me to this conclusion.  I  have even found I was being watched via webcam after a new version of YOUCAM snuck it's way into my USERACCOUNTAUTHORIZED files and authorized itself without my OK, or Knowlege.  How can I keep my UAC protected when I am the only ADMIN, with WEBROOT, WINDOWS, and ISP being the only others?  They sneek their way in, I don't use social media nets either!

Hmmm, I am a wondering if essentially what you have fallen victim of is a PUA or Potentially Unwanted Application.  Now if you are logged on with your Admin account when such a critter gets onto your system then I am suspecting that UAC will not warn you about the activities of a PUA...unless you admin account has the very highest level of UAC security set...which is a PITA IMHO.
 
Whether YouCam is a PUA is a moot point.
 
For information the key to avoiding them is to make sure that when downloading apps one does so from the author's own website or one that they have recommended, and not 3rd party downloading site.
 
WSA does detect and remove many PUA's, and more are being added, but WSA does not detect all of them. A simple browser add-on with PUA behaviour that is easy to identify and easy to remove is not likely to be detected and removed by WSA. Those that are intentionally difficult to locate and remove are. Please see THIS LINK for more information regarding Webroot's stance on these annoying programs.
