Using PC with Windows 10. Trying to install php from Microsoft Web Platform Installer for WebMatrix3

If yo are not already then you should try downloading the application from the author's website or from a site recommended by the author. I am not familiar with this ap00plication so not sure where is the correct place to do so...but often this reaction from WSA is seen in response to addons that some sites 'add' extras to downloads.
 
Personally, if the above is not pertinent then I would Open a Support Ticket as it is just possible that this is an FP by WSA and therefore the Support Team can investigate to whitelist the file(s) concerned if appropriate.

I just downloaded and installed The Microsoft Web Platform installer from here. It installed with no problems on a Windows 10 Pro laptop. Perhaps you downloaded it from somewhere else and additional software (PUA's) have been added? Please try that link.

If you still have problems then I recommend a clean install. It only takes a few minutes and should correct any issues.
 
 
Please follow the steps closely!
 

• Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a Copy Here (Best Buy Subscription PC users click HERE) Let us know if it is the Mac version you need.
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and do NOT import any settings if offered by the installer as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again

Please let us know if that resolves your issue?

The detection in your screen capture was a False Positvie and it has been corrected. It looks like the second of the two active threats that you mentioned was also a False Positive and I have corrected that as well - hard to say for certain without seeing your logs. You should be able to safely restore the "WINCACHEWPI" files from quarantine and the install should work fine now.

I just followed your instructions precisely and when I ran the scan after the new install I got this:

Id didn't do any scan at all. It just froze there. I'm going to reboot now & see if it is running.

That shows me it's not connecting to the internet during the install scan? Do you have a 3rd party firewall that could be blocking it?

Nope, but I suspected the same. It took a little longer for my wifi adapter to re-connect. On re-boot it scanned and seems to be running OK. I didn't import anything nor was asked, but all my settings seem untouched. I didn't have to provide my key again. Should I now try to re-install php from the Microsoft Web Platform Installer?

Yes sure and you should be fine and I know WSA doesn't ask for a reboot but I personally ask the user to do one that are having issues, and please report back your findings.
