Of course, it is as nothing...not even WSA...is 100% all of the time...but I suspect that it is not a virus but something else. Can you describe the symptoms that you are seeing/experiencing?

Dear Baldrick -  While in my ebay attempting to reach the USPS I typed in the beginning and a pop-up suddenly jumped up andsaid my firewall had been breached and to contact windows10 immediately - I put off the technician when he more or less tried to sell me someone for $350.00 who was going to fix my problem. I ran my Webroot and it came back negative. I half suspected a scam  and so I'm still checking things out.Bill

You are absolutely correct that what you have been confronted with is a scam...no self respecting company would make contact with you in that way, and also...how the hell do they know that your "firewall had been breached"? So well done for seeing through that and not letting them get any further.
 
Given what you are saying I would suspect that this may be down to a couple of possible reasons...so once you have taken TripleHelix's advice and opened that support ticket (important to get your system checked professionally) we can if you would like investigate the potential reasons. If interested then read on. ;)
 
Like many other anti malware application WSA does intercept and block PUAs (Potentially Unwanted Applications) which can be one source of popups/adware but the other source which generally occur in browser just as a result of visiting a web site it does not block...that is not its purpose.
 
To block this latter type of popup you need to either enable the browser's inbuilt popup blocker (IE/Edge) or add a suitable adware/popup blocker extenstion (IE/Chrome/Firefox/Opera). Here are some suggestions of such blockers that we have found to be useful:
