I have had to remove Webroot from one of my computers. Although I have successfully uninstalled the program, two files remain and cannot be deleted: WRCoreService and WRSkyClient. Related registry entries cannot be deleted, either. I really want everything removed.

Have you tried in Safe Mode with Networking? Try that and you should be able to remove them. https://support.microsoft.com/en-ca/help/12376/windows-10-start-your-pc-in-safe-mode
