Webroot restored a password after editing SAM to remove forgotten password... What to do?

A customer brought me a computer that they haven't used in a few years, still has Windows XP installed.  They asked me to remove the password.  I ran our software to remove the user password, and when Windows booted up I was informed that Webroot parental controls had restored the password to the account and to use the password to log into the system...
 
Is there a way to bypass this?  The only thing I can imagine doing would be to pull the drive, load the registry, remove all instances of webroot / norton / symantec, and remove any program directories for webroot.  I'm hoping there might be an easier way to take care of t his.  Any ideas?
 
Edit:  Exact Message:
"It appears that this Webroot Parental Controls administator account had been deleted and recreated without a password.  Your original account password is restored.  Please log on using that password"

Unfortunately that program has been unsupported for almost 5 years now and we do not have removal tools for it.
 
There are a few things that you can try before having to reformat though.
 
The best way to uninstall Webroot Parental Controls is from the user account it creates when installed: CSCONTROL.  If the customer is locked out from this account, have them try the default password or any password they may have used in the past.  The default CSCONTROL password is "Child_Safe#1" (no quotes).  If you still cannot get in, try another admin account.
 
Webroot Parental Controls can only be uninstalled from an account that has administrative privileges (for obvious reasons).  If the user does not have access to any Administrator account, there is no way to uninstall the application and, unfortunately, re-installing Windows is the only known workaround. Be sure to check all user accounts and try the Safe Mode Administrator account if using XP.

Unfortunately the reason I was removing the password was due to the fact the owners of the laptop did not know the password to begin with...
 
I ended up backing up their information and reinstalling windows on the system.
