Has anyone encountered this? I was able to install the agent. The app is shown on the Application but nothing happens if I click it.

Hello @ronnel , Welcome to the Webroot Community Forum.:relaxed:

I never had this problem running WSA on High Sierra. I would try dragging the app into the trash, reboot and try the procedure of downloading the app and installing. If this fails I would seek help from Webroot Support.
