Webroot shows a red flag. I ran it and there was nothing. It's still red.
When I started my computer the Webroot icon was red. I ran the scan and it showed nothing. Then I restarted and the icon still has a red flag. The restart took an extremely long time.

Have you checked in Quarantine (click on cog/gear symbol to right of PC Security tab and then on the Quarantine tab)? If not then please do so and report back as to what if anything you find, and if so what options you have to proceed.
If nothing is found in Quarantine then you could try to uninstall/reinstall WSA itself but because you may have an actual threat I think hat in this circumstance that it is best to Open a Support Ticket to advise Support of the situation you have and hopefully they can assist you in tracking down and remediating the issue.
