May I ask as to why you believe that Webroot has downloaded anything to your system? Usually the only thing that Webroot downloads is the latest version of WSA which is done as a silent update and certainly, in my experience, has never caused a slowdown.
Please let us know what it is that makes you believe that Webroot is behind this issue, and either way we can try to be of assistance.
