What is a Handle Leak?

I noticed that other folks have inquired about handle leak in explorer. That said, I find webroots notification that to quote: 
 
"Active process has POSSIBLE handle leak (explorer.exe) to be somewhat vague. Either there is or there isn't. It seems 
that webroot is either is not sure or have no clue whether there is a problem or not. even if so, does webroot have the expertise to offer a solution?
