When I open a browser it seems like someone is trying to take over. Then it closes. Help.

When I open a browser I get the blue timer circle for a really long time and then my cursor starts to jiggle like someone is trying to take it over. Then my internet freezes and I have to use task manager to close it and start over. I just had my machine debugged in the store and I have run multiple scans which all come up negative. Anybody else have this problem? Any fixes?
