Welcome to the Community Forums.
 
The short answer is 'Yes' because all the definitions/whitelist that WSA uses are in the Webroot Cloud (WIN).  However, it can be used offline as it also uses heuristics as a method of determining threats and its ramps up its use of this protection/detection element when working offline, as well as using a set of 'special' definitions held precisely for this eventuality.
