Are you sure you're getting it from the Mozilla website?  Typically when we flag browser downloads it is because someone is getting it from a site that bundles malware around the browser.  What link are you using for your download?  This is the correct one:
https://www.mozilla.org/en-US/firefox/new/

Hello
Download:
ftp://ftp.mozilla.org/pub/firefox/releases/35.0/win32/en-US/Firefox%20Setup%2035.0.exe
(Firefox 35.0 is now available -  https://community.webroot.com/t5/Security-Industry-News/Mozilla-Firefox-35-0-released/m-p/181547#M11689)

This file is safe
Webroot scan log:
[g] d:downloadsfirefox setup 35.0.exe [MD5: DB11B0851F66418C3850D8B3FF3574EA] [Flags: 08001000.0]

Hello and Welcome to the Webroot Community!

I like this link as we don't know the native language of members so they can download what they require: https://www.mozilla.org/en-US/firefox/all/

And @ I never use FTP to download as it's not as secure so it's best not to post them IMO.

Thanks,

Daniel 😉
