why isnt webroot blocking all the spam i recieve every day

Welcome to the Community Forums.
The reasons that WSA is not blocking spam is that it does not have an anti spam component. It does check the emails you receive for malicious urls, etc., and will jump in an catch any malicious paylod that may arrive via emil but in terms of spam if you want to filter that you will need to add a dedicated anti spam applciation to your inventory.
There are a number of such solutions out there both paid and freeware but I am not at liberty to discuss them here as that would be against Community Guidelines.
