why won't my shields turn on?

I,m not in a broser. I'm at the "fix it now" screen, and it doesn't function. Read other threads on this topic, all resulted in support ticket

If the Reboot doesn't work you will have to go to your Online Console and make sure that the system you are having issues with make sure it's set to User Configuration and if it is set it to something else and Save then go back and put it back to User Configuration and Save again and wait 30 to 45 minites and then do computer scan then try to turn on your shields and please let us know if that fixes your issues. http://live.webrootanywhere.com/content/672/Editing-the-PC-security-settings
