Came into Skype with persistent ringing and announing it had received and was holding video message for me. To access, required to download their program which I of course did not do. Evidently this is a Polish website registered earlier this month. Does anyone know anything about it? -- it seems phoney and something to avoid.

You are right to be suspicious as according to the Webroot Reputation Index they are 'Suspicious' which indicates that there is a higher than average possibility of being exposed to malicious links and/or payloads if you visit their site...so do not.
And I would delete the message from Skype and make sure that the contact used to communicate with you is put on your blocked list.
