Can I remove my webroot or transfer the keycode to another machine for a laptop that is no longer in my possession?

Then you can install Webroot to another PC, As shown below.
 
Please follow the steps closely! This is for a PC not a Mac, If you need instructions for a Mac let me know!

 
  • Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
  • KEEP the computer online for the install to make sure it works correctly
  • Download a Copy Here (Best Buy Subscription PC users click HERE)
  • Install with the new installer,
  • Let it finish it's install scan
  • Reboot

If Ssherjj 's answer doesn't do the trick then the question is how come that laptop is no longer in your posession... If you sold it or gave it away you should have removed it prior to that.If it got stolen that's another question.
